Ontology metas #15

This pull request concerns issue #12 : added some new metadata (vann:preferredNamespaceUri, vann:preferredNamespacePrefix, dcterms:issued and owl:priorVersion) to the description of the ontology, so that it conforms to the Metadata Recommendations for Linked Open Data Vocabularies.
