The following states show negative values for percentages and equivalencies:

Idaho
Massachusetts
New Jersey
Oregon
South Dakota
Washington
West Virginia

The state acronym for Maine and Mass were swapped. That should fix the issue for Mass. However, the data for Idaho and the other states look accurate.
