Page content jumps to the right when selecting states with no data #24

When switching between states with and without data on the Clean Power Plan page, the page content jumps to the left and right. This is noticeable only when viewing on a full width browser. When the browser size is reduced, the content does not move when switching between states..

I believe this is due to the scrollbar being added and is normal behavior - let me know if it's not the scrollbar!

Looks like it is a scroll bar issue. I don't see the issue when I change to a higher resolution. So there is nothing that can be done to fix this I assume?
