HPC portal not UTF-compliant #48

The portal is not UTF-8 compliant. Thus UTF characters edited into the job field look like the attached. 222

The portal no, that doesn't surprise me. The repo should be ok tho.

Can the Portal be fixed then? The problem is that once corrupted, the corruption is propagated on to the repository. UTF.pdf
