As requested by users in interviews, when they are in a task, they'd like to have 'Tips' and 'Shortcuts' open in a new tab, not in the same tab, so they can stay in their task's tab.

Could we show it in a modal or a sidebar instead? It's not a good practice to open internal links in a new tab upon explicit request.

To avoid opening in a new tab:

shortcuts will finally be opened in a modal (https://github.com/ICIJ/prophecies/issues/67)
tips will be open in the same tab
