propose new terms related to research authorization for post mortem specimen donation #13

We need to consider whether this goes into OBIB or ICO. Putting them into OBIB allows us to get them in quickly and available to use.

definition: an authorization in which a a legally authorized individual is asked to give permission for post mortem specimen donation for general research for a person they represent

Discussed on July 27, 2017 OBIB call. Not considered human subjects research because donor is deceased. Therefore probably should put these directly in OBIB since not informed consent.

how do we move this to OBIB? do I just create a new issue?
