remove localtime invocation from jupyter hub config #24

Remove mounting of local time zone from Jupyter config. This change reverts starting containers to default behavior of UTC time zone instead of Europe/Stockholm.

config files in exploredata and Jupyter are changed and the hubs restarted.

this has been addressed with commit ee818f02cf2c8da2efbc15bdeaa283f8357e22b4. we can close and delete PR
