Is radiocarbon 2022 update #349

Updated emissions now including preliminary values for year 2022. An update is expected no later than beginning of 2024. @ukarst , please have a look when you get a chance. The main update is the text that you already received on Slack.

Thanks @ukarst. I have implemented the suggested changes. We agreed not to "sort dropdown of nuclear facilities alphabetically or by country". It is now sorted by emission intensity. In the future, we will add country in addition to the name of the facility.
