Add property that describes changes between versions #150

If implemented, this should IMHO be supported by a controlled vocabulary, e.g. "data values added", "errors corrected", "reprocessing performed" or something like that. That kind of information would help users who downloaded earlier versions to decide what to do - ignore updates because these just add new (later) data points that aren't relevant to analyses already done, or download a corrected or reprocessed version and redo their own analysis...
