Request from Jason R 1) Apply change log fixes to Botswana HTS disagg tool 2) Troubleshoot reason for negative numbers (Note - The change log fixes should resolve some if not all of these)

Added change log fixes to HTS disagg tool

Resolution on negative numbers: Negative values appear when an IM allocates HTS_POS but not HTS total value. A negative value appears for HTS_NEG. Needs resolution from country team.

Added conditional formatting to highlight negative values
