Roles and Responsibilities in ICPI

Participants in ICPI should actively define their role in order to contribute effectively to the objectives of the group and clarify expectations. Roles and responsibilities are often fluid. It is important to think through the roles and provide feedback on how these roles/responsibilities may need to be redefined as new lessons are learned. Responsibilities under development. Sample roles below. These reflect potential roles and responsibilities. This list will be updated based on implementation. Not all roles need to be filled and in many cases the same individual may assume multiple roles.

Cluster/Team Lead Lead cluster staff by prioritizing tasks and managing the cluster’s workflow, while also coordinating work across different ICPI clusters and reporting progress to ICPI Agency Leads Anticipated LOE Regular 20-40% (products, documents, strategy, requirements setting communications, emails and meetings) Quarterly Reviews/Priorities– 20-60%
ICPI Lead Liaison to Cluster/Team Provide an ICPI leadership perspective, ensure the projects are in line with both OGAC and ICPI strategic objectives and are not duplicative.  Represent the cluster during the ICPI leads meetings and ensure that concerns around staffing, procedures, timelines, scope, and other processes are elevated to the ICPI leadership and that the resolutions are managed. Anticipated LOE – Seasonal Regular 5-10% (emails and meetings) Quarterly QC – 20%
Quality Control Analyst Analytic cluster/team members who provide regular QC support for cluster products and analyses Anticipated LOE – Seasonal Regular 5-10% (emails and meetings) Quarterly QC – 20%
Program Expert Cluster/Team members who specialize in and contribute to cluster programmatic aspects. Provides oversight and strategic direction in line with COP guidance. Anticipated LOE  - Seasonal Regular 10-20% (products, documents, strategy, requirements setting communications, emails and meetings) Quarterly Reviews/Priorities– 20-40%
Analytic Expert Cluster/Team members who provide analytic support based on their analytic expertise Anticipated LOE  - Seasonal Regular 20-60% (products, documents, requirements gathering, communications, emails and meetings) Quarterly Analyses Updates– 40-80%
Observer Registered members of a cluster/team who are not direct participants in cluster analyses, products, or meetings No Anticipated LOE  Members receive emails to stay in the loop about the technical area and can provide input and participate as time and interest allows
OGAC Liaison Identified technical expert within OGAC who will act as liaison for cluster/team No Dedicated LOE  Liaisons receive emails, participate in quarterly, semi-annual, or annual meetings/calls to ensure that the outcomes of the group are in line with strategic needs. Can be as involved as time/interest allows
ICPI Leads Provide continuity for the ICPI by setting up an organizational structure, hiring staff, and committing to represent the objectives of the ICPI by promoting the products and projects generated within   Work with the Coordinator who is responsible for the day to day organizational administration   Provide the ICPI coordinator with administrative guidance on priorities, staffing, and approvals of projects and products   Develop and maintain policies and objectives that facilitate carrying out the work of the ICPI through a regular process of work plan review   Maintain sufficient staffing for the ICPI to continue to function in line with its strategic objectives   Liaise with the DPs and Ps and other stakeholders within the home agency to provide regular updates and solicit guidance on the strategic objectives, products, and projects carried out in the ICPI on a regular basis.     1.       Determine the Organization's Mission and Purpose 2.       Select the Coordinator 3.       Support the Coordinator and Review His or Her Performance 4.       Ensure Effective Organizational Planning 5.       Ensure Adequate Resources and Staffing 6.       Manage Resources Effectively 7.       Determine and Monitor the Organization's Products, Services and Programs 8.       Promote the use of the ICPI’s products, services, and programs 9.       Assess Its Own Performance Anticipated LOE  - Regular 20-80% On site Leads (40-80% Off Site Leads (20-40%)
ICPI Coordinator Serves as the principal advisor to the ICPI Agency Leads on identification, selection and coordination of plans related to conception, formulation, and clearance of work streams, analytic work plans, visualizations and trainings to support monitoring of epidemic responses   Serves as liaison between Agency Leads and OGAC to coordinate analytical assignments, data systems improvements, and programmatic requirements for analyses   Coordinates requests between OGAC and ICPI for analyses and analytic products, participation, collaboration and cooperation on ICPI activities and/or OGAC processes   Serves as liaison on ICPI communication to agencies and operating units (regions and countries), ICPI staffing, space and other resources 100%
