Platform guidance/policy #18

Draft guidance around use of Slack, Github, Email, Other (Skype, Hangouts, etc.?). when appropriate to use what, keeping in mind recording keeping requirements. @kschlenker perhaps, we can add to this w/any data governance items such as not posting sensitive data in slack/github...thoughts?

@shapaklyak @kschlenker , I also suggest guidance for general use - it would be nice if "all ICPI staff" were on these platforms. When we officially launch use of these platforms as ICPI common practice, it will be important to have the governance aspect outlined as well. Linking to SharePoint for items that can't be posted externally, for example.
