Update QC guidance

I've uploaded a reviewed version of the document with track changes and comments. I need help with two things:

• I need a SIMS expert to update the paragraph about QC'ing SIMS data
• If there are any other QC examples, please add them to the QC examples section following the DREAMS example format

Thanks @mehtasp for updating this! Please see my comments and edits in the attached. I added a more recent example for the datim.org comparison in addition to the retired tool example. If no one else has comments by COB today, then we can resubmit to leads.
