Pano Request for Treatment Continuum: Remove "Total" in Blank Rows from Filtered Graph #91

During Q3 testing, @jb3436 noted that the Treatment Continuum dashboard has the functionality to filter for Fiscal Year, but does not look clean when the filter is applied.

When a user clicks on "Age/Sex Disaggs," and then filters, for example, just to FY18, the below screen appears:

filter by year

This shows that FY16 and FY17 are not included, as expected, but the "Total" text from those fiscal years still shows up. A user would expect to just see the FY18 table at the top of the page.

Putting this in as an enhancement request for a future quarter rather than as a bug for this release, because Dev matches Prod and the functionality existed prior to the Q3 release. @jb3436 - Assigning to you to review and update this ticket if this was not the intention of the testing email you sent for the treatment continuum in Q3. Once reviewed, please assign to Katie and Pooja for prioritization in a future quarter. Thank you!
