Missing Geometry: Angola #128

The Missing Geometry query indicates that DATIM contains 2 provinces (Level 4) and 63 municipalities (Level 5) that lack geometry. This ticket tracks the effort to improve the completeness of Angola's map.

The two missing provinces are not provinces but facilities. These should be moved down to level 7 (potentially 8 depending on other changes in the hierarchy)

The query states that there are 63 municipalities missing geometry (this includes all municipalities listed in the flat file), but there should be 162 according to the municipality boundaries on HDX. I have pulled the boundary files from HDX and assigned the existing uids to their corresponding geometry. We will need new UIDs generated for the remaining municipalities.

Furthermore, 7 of the uids from the query belong to communes not municipalities (move to level 6); 1 of the UIDs belongs to an urban district not a municipality (might consider making this the new level 7 and then moving facilities down to level 8).

One municipality was previously listed as "Nhare". I believe this should be "N'harea" - note there is also an N'harea commune, but I have not been able to find any geography associated with the name Nhare thus far.

The two "not provinces" at level 4 are warehouses. The team is aware of these entities and there is no action to take on the province level at this time.
