Ethiopia zone and woreda update

BACKGROUND

• Changes in administrative hierarchies that have recently been made in DATIM need to be reflected in our maps.
• These changes affect existing 41 woreda shape files as well as 3 zonal shape files
• The changes will result in 57 new woreda maps and 6 new zone maps (in addition to revision of previous 41 woredas and 3 zones)

IDENTIFYING WOREDA BORDERS USING KEBELE LEVEL INFORMATION

• 98 woreda borders (41 old + 57 new) will be identified using kebele locations
• Each rural kebele has one health post, and very often the name of the health post is also the name of the kebele
• The list of health posts (including other health facilities) appears in the sheet Health_Post
• The list of centroids of each kebele in the affected woredas appears in the sheet Kebele_Centroid
• The kebele_Centroid sheet has unique codes labeled RK_CODE (that also appear in the kebele shape file)
• Names from the "Health_Post" sheet are matched manually against names in the "Kebele_Centroid" sheet by recording RK_CODE
• A significant number of health posts were matched during this stage, while a few remained unmatched.
• The kebele centroids were then mapped to visually observe the borders of the new woreda
• Maps were used to identify additional kebeles that fall in the new woredas (among those that were unmatched) through their location
• Accordingly, updated RK_CODE was generated in the Kebele_Centroid sheet
• Only one woreda "Nebaru Chilga" is observed to have two separate polygons - all the rest of the woredas are in one piece.
• The tab marked "WoredaChangingBorder" lists the 98 affected woredas; and also tries to categorize woredas into "Groups"
• However, several kebeles of the new borders also come from other adjacent woredas outside the "Group"

ZONAL BORDER CHANGES

• 3 existing zonal shape files will be edited because of new changes
• The names of the affected zones appear in the tab "NewZones"
• 6 new zonal shape files will be created; these are also listed in the tab "NewZones"
• 16 woredas will change zones; these are listed in the tab "WoredasChangingZones"
• These changes occurred because of the formation of 6 new zones
• The 57 new woredas that will be formed have zonal location information, as indicated in the tab "WoredaChangingBorder"
• One woreda "Hintalo Wajirat" needs to change its zone; the information is in the tab "ZoneBorderShift"
• One woreda "Adagn Ager Chako" requires zonal border changes, since the new woreda has moved to an adjacent woreda.

NAME CHANGES

• 6 woreda name changes are taking place because of the splitting of new woredas
• Helpdesk request has been submitted to get these name changes reflected in DATIM
• The list of name changes appears in the tab "WoredaChangingBorder"
• 3 zonal name changes are also taking place; and these are awaiting helpdesk action to get new names in DATIM
• The list of these changing names appears in tab "ZoneNameChange"
