SBI embedding networks #71

This pull request provides a means to use embedding networks for Neural Posterior Estimation with SBI. It exposes an interface to use or modify the networks built in to SBI, but also allows users to provide their own embedding if they want. There is also a new example showing one way the networks can be used. Proper documentation is still TBD, but I think review could start on what is already here.

I've added documentation in a notebook, so I consider this complete pending review. You probably want to look at the notebook outside the PR Review interface so it can be rendered correctly
