Documentation: A tutorial #15

pgmuvi needs a tutorial. This could be developed easily as a notebook, then incorporated into documentation.

I've started generating a tutorial on google colab. This can also serve as a template for the api, which will need to be modified as we go along

The docs contain two complete tutorials, one for MAP inference and one for full Bayesian inference. Closing.
