refs #159 - adds fast scroll lib and implementation #168

This is a first implementation. I use the same in another project and there it works like a charm. I have some issues when scrolling down the list while holding down the scrollbar. The swipe to refresh gets triggered and I don't know why? @rajasone do you have any idea why?

@spipau I fixed the issue please check it out when you have time, looks good to me, want to hear your comments on this approach :smile:
