It should be a policy that no staff of ICTA should attend vendor-sponsored programs, tours, visits etc. This is the policy for the government too. This is how the Establishment Code Volume II describes it.

  1. Gifts and Subscription 3.1 An office or his family members shall not accept any presents, gifts or other benefits other than the ordinary gifts from relatives or personal friends whether in a direct or indirect form and whether in the shape of money, goods, free passages, services, unusual discounts on the cost of goods or services supplied 3.2 The officer will be held responsible for the observance of the rule in the preceding section by the members of his family.

So ICTA should not accept the vendor-sponsored tours, training programs etc.
