Dear Sir,

“Mankiwwa” for Public incident/ issues/ emergency reporting & management As per the short discussion I had with you and as per your instructions, I would like to submit my solution to enhance public user experience and the internal services of the government organizations. Present day all organizations including governments are seeking to improve their productivity and efficiency to keep the customers/ Citizens satisfactions levels and optimized spending goals. ​

Especially governments today are demanded by public with various services and they expect those to be handled in efficient and timely manner. While ICT can help governments to address the efficiencies in internal operations, still the link to the citizens in an efficient way is challenging. The challenge is primarily in the Citizens access to ICT in general, while the current trend of Mobile devices seems the answer to same, applications related to the same yet to happen. ​

“ManKiwwa” is a solution and a service bringing a common platform to the public to report their problems/incidents to the authorities directly via a simple mobile application. With one single App we can reach 100's of different services to be consumed by the people and authorities such as Police, Emergency Services, Defense, Local Governments, Disaster Management, Divisional secretariats, RDA, PRDA, CEB, Water Board, Telco providers, Public transport, Consumer affairs and many more institutions can be connected to this single platform.​

The solution addresses most common challenges as follows​

Citizens

  1. How to report? Use our three simple click reporting using a mobile​

  2. Whom to report? Based on the location of the user and the type of incident we will automatically identify the relevant authority​

  3. People like Anonymity? All reporting to the system is anonymous unless user opt to send his/her information to the relevant authority​

Authorities

  1. How do we know people reported? Relevant authority will receive a Dashboard with real time updates along with email notification. ​

  2. What can we do with it? Authority can start an automated or manual workflow to address the issue.​

  3. How can we inform the public about the status of their reporting? System can automatically report the incident status to the mobile app with an incident reference.​

  4. How can different authorities such as police or municipality get only incidents relevant to them? All dashboards are geo & event fenced and all reporting within that will be assigned automatically to the relevant authority. ​

  5. What other services can be extended on this solution to provide existing other government services? We are in the process developing another solution for the local authorities, where the citizens on a specific area get notified and could track where the respective garbage collection truck is. Further this app can extend the service of collecting online payments of rates and taxes of local authorities and providing a single user interface for citizens. ​

  6. What type of dashboards or user options are available? There are number of configurations, based on incident type, geofence (Police authority boundary), action types, and workflow model.​

The mobile app and the dashboard are already built and available now and few local authorities are actively using our service. (Gampaha MC, Kotte MC, Kuliyapitiya UC, Attanagalla PS & Biyagama PS) ​ The mobile app is common to the whole country and we will be offering our services on subscription basis where the any authority can join at any given time. The subscription and calculated according to the area and the citizens in the particular Geo fence limit. Subscription includes single dashboard for each authority with multiple login IDS’s, business hours email support and software assurance. ​ Further on request we can provide an extended version of a workflow management of the incidents reported and the manual data feed for the walking citizens as well. ​ Our service will be introduced with more value additions in the future for the citizens and the authorities too. ​ Recognition Received​

Kindly note that this meeting does not imply a commitment from the Government to purchase the solution. Rather this is a preliminary discussion to review the suitability of the product for the government. Any commercial arrangements will be subject to national procurement guidelines.
