My concern (Most working parents) is, I usually go to office after dropping my kids. But with the new office hours the government has proposed I will have to do two trips in the morning. And loose the evening's as well.
And this was proposed to reduce traffic, I beleive morning rush hour is the hardest. With this I don't think traffic will be reduced, as parents has time for office it will be a mandatory household thing to drop the kids at school.

SOLUTION
A ride-sharing application that will connect individual working parents dropping off there kids to connect with other parents who does the same. Share the ride to school/office.
APP
The app will allow parents/guardians/drivers to pickup kids/parents to share a ride to the destination (school/office) they are to go.
Ride sharing option can be restricted to 2km radius to make pick up timing efficient. Users will have confidants as they might know the user (Student in same school/parent in same office or area).
App will evenly split the bill between users. And major share will be allocated to the vehicle owner.
Other features such as scheduling pick-ups and drop-offs based on consumer user patterns.
Kids safety will be a priority, safety devices to ensure it.
IMPLEMENTATION
Biggest problem is data base but with government support it is not an issue. For an MVP we can ask for one particular school database. Implementation will be easy as it will be government approved.
