Dear Sir/Madam,

This is regarding the transparency initiative and a bit more afterwards as I do have a few requests which can lead Sri Lanka build more tech driven startups and to fix most of the currently prevalent problems.

Some of the issues are based on my real life experience and therefore I do believe investing on some systems would be a must in the means of building a reliable and an efficient future. At the same time, I'd like to volunteer as well (If could be done remotely it would be great).

A few of my pin-points are as below.

  1. My every-time favorite - A centralized approach for the Surveyor plans in Sri Lanka. Problem:- In some areas/some lands, the owners do not have the surveyor plans, even when court orders, the surveyors who were involved , too have died some years back and doesnt have them (Literally, my parents do have a court case hanging up for 5 years now, as there is no surveyor plan and just the deed) Suggested Solution (Summary) :- A Centralized solution for managing surveyor plans across Sri Lanka, I discussed with a few of my surveyor colleagues as well, this is problem that is persisting for a long time. A solution based on a canvasing module, such that a scan could map in to a web canvas, and provide scaling. Then a pinning of values based on google apis. Benefits:- Easens up court processed, No land issues while dividing, No illegal land fillings, etc.

  2. A Use Case System for courts, and a better way to track court case progress. I assume this would be a must to be talked about as through this stage-wise we can handle recommendations, for an example, for a group of cases if we are getting a similar lag for years, through analytics we can focus on them separately and find micro solutions for them separately. In other case, via a use case approach, more simpler court issues could be solved in 2 or maximum 3 of court days (But would need some legal involvement, and probably constitutional in making this a reality)

  3. Developing a volunteering platform for educating Students in Rural areas, and to contribute to their infrastructure. The suggestion is coming on behalf of many problems, because in stage-wise I assume the rural areas of Uva, North central and Eastern should be brought to a level of Matara, Kurunegala as a first step. In order to do so , we need to bring at least a good margin of them better educated. This would be a long term plan and would actually give university students to contribute to what they received. One point to note in this case is that many universities receive vacations on different time durations, in some cases private institutes receive vacations for more than 2 months of time. So if we can create an app to combine these cases, like educating the children in remote areas via students of universities (but on separate chapters), I assume it would be effective solution for the shortage of teachers in rural areas, and indeed we can enhance them to contribute with schooling items as well.

  4. While trying to get a housing plan passed, there are a lot of shortages, as many go on wrong pathway to get it done via bribery too. So as a method to fix this, as most details are common, we can build a common system with much less man power. As per the same case only the canvas module would be the challenging thing. And via this case we can reduce the lagging tasks of any UC, Municipal council by hours or even days of time. And in case any employee shortage comes, we can just appoint them as data entry operators or investigating officers for the grama niladhari areas, with a mapping of how the expenditure of a person should vary for a mapping on each person. So bankrupcy too would get a solution via proper guidance.

  1. Making entrepreneurs out of the best skilled, and finding markets for them. Most of the university projects, are to solve some common issues of the public and in tech industry. So if we can commercialize them, by adding some more funding, such that for 25% of shares for ICTA or investors (A combination would work), we can handle your marketing with overseas clients and will help in enhancing your products. We can get the best creative skills from them and can build some serial entrepreneurs which can bring more foreign exchange. The other case is that, by empowering this even it would be possible to decentralize the Colombo focused tech industry to areas like Galle, Kurunegala, Kandy as well (I know Jaffna have a few tech giants over there). As I have said earlier, the other fact would be it would gain a passive income to ICTA, and it would really get profits.

  2. A Sri Lankan Cloud Provider

I really mean the above. If we can build up a cloud data center, it would be more valid as currently LKR is one of the most fluctuating in the regions. So if done correctly , we could bring more foreign deployments in as at a moment of Rupee going upwards, we would actually benefit much if we handle correctly as most people won't like paying for migrating to another provider.

  1. Digitalizing the Bus ticketing system.

I assume this is already in progress. But I suggest it to made compulsory not to pay in cash, but to pay in cards, as it would save even cents of money, and indeed would trace where a person had been at a particular time if we need to trace a crime.

  1. Bringing Security more focused and focusing on Managed Services.

This too is a SLCERT ongoing change of business plans as I know. But in order to bring it more up and to be the key services provider, it would be best if we can establish a separate section for Software Security Engineering as well and move the system engineers more towards cloud infrastructure security, such that we can provide Managed services to clients abroad too. Support services get millions of exchange, as I know .

These are just a few that had been revolving on my mind. I do have separate product insights that I am looking into as well, as I am attempting to begin a startup here in Matara within the end of this year, with the release of a product.
