validation is requiring (0008,1070) Operators' Name as a type 2 attribute #59

(0008,1070) Operators' Name is type 3 (optional) according to http://dicom.nema.org/dicom/2013/output/chtml/part03/sect_C.7.html#sect_C.7.3.1

I'm seeing this issue in the DCOMP Archive Senario, as well as the BRTO Archive Scenario

Updated referenced dataset for BRTO and DCOMP
