I believe the rescale type is not required for CTs, since they use HU. See http://dicom.nema.org/dicom/2013/output/chtml/part03/sect_C.8.html#sect_C.8.2.1

In any case, this is an archive test, so I am just echoing back the data that was sent to me transparently. If the rescale type is in fact required by the standard, it should be in the input data.

Change CT definition file, wrong condition was used by the rescale type attribute.
