add the feature to touch a point on the graph with the mouse pointer that will show a popup with the following information:

Measurement value and unit
Measurement date/time
Metric target value at the specified date/time
Metric near target value at the specified date/time
Metric debt target value at the specified date/time
Metric status icon

Highlight the hovered point on the graph if possible with a dot or cross hair.
