A stepped wedge design is just a big ICT

Maybe not, the more I read on stepped wedges, it isn't participant as own control, but site (cluster) as its own control, where pre-intervention individuals serve as a control group to post-intervention individuals. This is more like repeated cross-sections than an ICT.
