Switching Data Download to cococloud #256

Currently the Download Spreadsheet link is pointing to Zanzibar for data download. This was setup as a demo for data download. Not quite sure how to enable that for cococloud.

I recall that Mike mentioned that this Ruby part will be done away. Maybe he can clarify that.
