Cannot create Offshore Wind Farm or Seastead after researching appropriate tech #3

I've played thru a game of Unciv with your mod and waited until the end to finally research the techs for improving Shallow Water and Strong Winds tiles, but the Work Boats didn't have the option to improve the resources. I suspect this is due to an upstream change due to the following paragraph.

I remember Unciv previously requiring separate techs for discovering Oil and building offshore oil platforms, but things seem to have changed. I just tested it and simply researching Biology was enough to build an "Oil well" on the Coast. Thus I conclude that Unciv must have changed in a way that broke requiring different techs to see vs improve water tiles.

Unciv version: 3.9.13 (desktop, my own packaging of the official Unciv.jar from the GitHub releases page) Mod version: 1.5, fresh from this repository just two days ago.

I may have been mistaken about offshore platforms having ever been supported in Unciv as distinct from oil wells. Here's what I've found so far by digging thru the history of techs.json:

So I really don't know if it was ever possible to have sea resources visible before they can be improved and have the improving tech be other than just Sailing. I have no idea what the best fix for this mod is, but changing to "improvement": "Fishing Boats", at least makes the improvements possible (albeit seven eras sooner than they should be).
