Reset the default value of as constant to 0.25 #8928

This is not really a bug. It is about re-setting the default value of the "as" constant in the penman monteith function to 0.23. Currently it is 0.25. @MeSophie I guess this is for you.

@jkmusyoka I guess this is all part of your checking of the evapotranspiration, dialog, which is great. Once we are confident that this dialog is ok, and that the 2 dialogs on reducing evaporation - also mainly @MeSophie wirk, and I'll check those, then I woul;d like a new release and update the CIMH team.
