Added the help options to the Data window Startup screen #9015

fixes partly #8989 I have started working on the section 3: Help and i have added the links, @rdstern please could you provide me with the help ids for the Prepare and climatic menus This PR is not ready for review

@derekagorhom sorry, I should have provided those. Prepare is 9 and Climatic is 19.

@rdstern while i was trying to add the horizontal line to the help section i got this error image I basically says that the line cannot be added to the panels which make up the start up window. I have added the if you must section; the Restore backup and add R packages have been linked to their dialogues
