Corrected the Wind Speed Parameter On Evapotranspiration Dialogue. #9039

Fixes #9036 @jkmusyoka I fixed the problem with the wind speed on evapotranspiration dialogue. The results produced by R-Instat are now identical to those produced by R-Studio. Please have a look.

I ll now approve the changes and ask Antoine to merge.
