[FEATURE] PLH branded theme #2101

What? A theme that uses colours from the PLH branding.

Why? Will be used across PLH deployments.

How? @jfmcquade to propose. I'm thinking it can be very similar to the professional theme, just checking that the dark-blue of the header is in line with PLH's dark blue. The secondary colour (currently orange) I think would need to be replaced by PLH red, as the PLH yellow shade is too light to appear with white elements on top?

The graphic designer wants the secondary colour to be yellow, because red has the connotation of warnings / alerts. However, that means text appearing on the secondary colour needs to have the primary colour (instead of white currently).
