What Reconfigure the test-screenshots action following content repo migration.

How Similar to the test-appetize action, when run from the code repo PR this action should point to the debug repo (main branch), and when run from a content repo it should point at the code branch specified in the APP_CODE_BRANCH GitHub action variable

This was addressed in https://github.com/IDEMSInternational/parenting-app-ui/pull/2066
