Safeguarding is problematic only for progress tracking while in flows. As a workaround we can add a variable (result?) at the end of each module to track that the end was reached and then check for that value before updating the goal variables.
Questions/problems:
are there other places where safeguarding is problematic?
what happens with nesting and safeguarding triggered in a flow triggered by safeguarding?
triggers are not visible in data lists because they are only specified in the safeguarding excel file
