TEMPLATE: replace duplicated data lists with operations on data lists #16

The functionalities for data sheet manipulation introduced in https://github.com/IDEMSInternational/rapidpro-flow-toolkit/pull/112 allow to improve overrides: instead of duplicating data lists and performing operations on the copy, we can define those operations directly from the content_index. In https://docs.google.com/spreadsheets/d/1CoYl7lpd6w2xdZzE-Crt-pZT9M5dTHYFm9sWEcX5QAs/edit#gid=0, the data lists to be produced as output of operations are:

onboarding_question_input_id_data
safeguarding_launch_flow_wrapper_data
safeguarding_redirect_to_topic_trigger_data
settings_profile_data
menu_data
onboarding_question_with_opt_data
