IPV goal available to all users #25

Check that changing the value in the relationship column to yes|no in the goal data sheet is all what is needed to make the IPV goal available for all users. Check that the template "settings_update_get_ipv" https://docs.google.com/spreadsheets/d/1lf80mIiuv_F6xAa9j5zGvXas50WxdSsLj6vrPccGNwY/edit#gid=1572639994 still makes sense

api calls for setting up variables are failing

For the template "settings_update_get_ipv" https://docs.google.com/spreadsheets/d/1lf80mIiuv_F6xAa9j5zGvXas50WxdSsLj6vrPccGNwY/edit#gid=1572639994 to make sense, implemented a flow edit that sets the variable get ipv content to "yes" for everyone: https://docs.google.com/spreadsheets/d/1c0FRY-1BeAjoiVrN-mf-BGzmNx4mGPxPqCGpCHd5l5I/edit#gid=1490428002 In this way it's no longer necessary to have "yes|no" as value in goal_data https://docs.google.com/spreadsheets/d/1CoYl7lpd6w2xdZzE-Crt-pZT9M5dTHYFm9sWEcX5QAs/edit#gid=1329498385, but does no harm in case
