5 day user experience testing doesn't have completion certificate #38

if all courses are completed, then yes, the parent should receive a program certificate, however, in the 5-day user experience testing, we don't have all of the courses loaded. Loaded so we won't be offering the completed program certificate. This is where the language around new courses becoming available is important for the WhatsApp templates..

--> for this testing create a custom program completion congrats template
