Revision of onboarding state query flow to accommodate full country

Currently, the onboarding flow asks caregivers what state the reside in and offers 4 options. Instead, it should ask "Which region of Mexico do you live in?" and then "Which state do you live in?" with a filtered list.

Which region of Mexico do you live in?

• Norte
• Norte-occidente
• Centro-norte
• Centro
• Sur

Which state do you live in?

• List of appropriate states
• Go back and select a different region

States are categorised as follow: Norte: Baja California, Sonora, Chihuahua, Coahuila, Nuevo León y Tamaulipas. Norte-occidente: Baja California Sur, Sinaloa, Nayarit, Durango y Zacatecas. Centro-norte: Jalisco, Aguascalientes, Colima, Michoacán y San Luis Potosí. Centro: Guanajuato, Querétaro, Hidalgo, Estado de México, Ciudad de México, Morelos, Tlaxcala y Puebla. Sur: Guerrero, Oaxaca, Chiapas, Veracruz, Tabasco, Campeche, Yucatán y Quintana Roo.
