Post goal check in will have additional messages as described in https://github.com/IDEMSInternational/parenttext-pipeline/issues/66 Need to add new cells to the data list structure for Mexico so that the messages can be added. Before doing so sync the latest Troubleshooting docs from Mexico to the data list because there have been changes during the review process
