Add 'acre_api_fnc_getRadioOnOffState' to accessible method #1340

Is your enhancement related to a problem? NO (but not being able to easily get if radio is ON/OFF is annoying script wise).

Solution you'd like: Be able to obtain ON or OFF status of an ACRE radio.
