What is the Author verifying here, Charles?
The only testable criteria, I believe, is to not use the style attribute, as mentioned in the last paragraph. That has the highest priority in the cascade, but we have a test in the checklist for that under separation of style.
Looking at that page in hindsight, I'm not sure it's all that useful given the complexities of style interaction. An author has to be able to override the reading system defaults, and the user has to be able to override the author through the reading system interface. That interaction can't be handled by authors.
Yeah I was reading this over many times trying to figure this out myself. I wasn't sure how the author could impose a style that couldn't be overridden through CSS. So maybe we just remove that page entirely?
Yes, I'll take it out. Considering that users don't have the ability to apply their own style sheets, having a little tutorial on importance rules isn't adding any value.
This will need some work but the framework is here I believe
