Follow-up of #413 this includes the changes related to the migration of the IDR FTP service to Rocky Linux 9:

removes several unused workflow (Aspera transfer, alternate upload user, MInio S3 gateway) all superseded by the new data transfer workflow
change the default size of the FTP volume to 1TB
use development role of Ansible anonymous FTP role
update the documentation

This PR was successfully used to deploy a FTP VM on Rocky Linux 9 and is now ready for review. Note it depends on the role changes proposed in https://github.com/ome/ansible-role-anonymous-ftp/pull/8
