Migrate from Aspera to FileZilla #189

As discussed, opening a PR based on https://docs.google.com/document/d/1OZG_TgLMLceargl2E61aTPJ0jwkcnBBG8e8oGZPP-p8/edit

I have opted for simpler instructions than indicated in the g.doc above, to be in line with the present Aspera instructions style.

@sbesson I have merged this. Do you want me to tag ? Is the tagging procedure here the same as on www.open..py.org ?

Yes it's the same process i.e. there is a cron job watching for newest releases and auto-updating the static website. Feel free to tag
