Better Error message for wrong layer name in hooks #39

Better than those in MonitorLayerGradients and related hooks? Or do you mean that these should be also present in other hooks that don't have proper error messages at all?

This one was mainly for MonitorAccuracy but potentially others that don't do proper checking.
