Updating the readme #204

Hi @Dynorat, @abohara, @kersting, @sdsmdp, and others,

Before we do the next release of the WRA Data Model I feel that we should clean up the ReadMe on the GitHub landing page. This is my first attempt at it. I have moved some things around and then attempted to explain what a data model is and what the WRA Data Model is. Please review and comment.

Thanks for your feedback. I have gone over it again with a fresh head and made some small changes. The main content is the same as before. I'll assume you are both still happy with it and I'll merge it in a few days.

@stephenholleran I can do another level of review but looking at your small change. I have nothing to add. From my standpoint it is ready to go.
