Update ROSCO input and yaml #40

This yaml and script can be used to re-tune the DISCON input for new versions of ROSCO.

Notable changes to the DISCON:

Decreasing pitch control bandwidth near rated to improve stability
Using constant power control, assuming a fixed-bottom configuration
Increasing the SS_PCGain. This will ensure that the pitch control is not active in below rated operation, and is one of the main issues in #38
