The IEA Wind Task 37 team was not involved with the WindCrete project. They simply used the 15-MW reference turbine at a snapshot in time. You will have to ping those authors directly about any updates.

I have the UMaine model running fine.
Do you think it would be possible if I just changed the HydroDyn, MoorDyn, and adjust the ElastoDyn file to fit with the WindCrete?

Yes, you would have to change all of those, and the SubDyn file, to switch to a spar. More info on appropriate modeling of spars in OpenFAST is available on the NREL Forums: https://forums.nrel.gov/

I am using a floating model not a fixed bottom structure. No need for SubDyn I think?

That depends on what you are interested in. Newer versions of OpenFAST compute member-level loads of floaters via SubDy, but it isn't a required element.
