Update the second-order potential-flow wave excitation of the VolturnUS-S platform.
In the original WAMIT second-order input files, IOPTN(4) was set to zero; therefore, the first-order RAOs were not calculated and had no effect on the second-order wave excitation QTFs (See Issue #134).
This pull request corrects the WAMIT input file and updates the second-order outputs.
