Fix platform mass #68

Pulling these platform masses from a WEIS model. They were reduced by about 3x in a recent commit and I am seeing heave values around 20 m in openfast. I'll leave this as a draft until we nail down the exact values we want to use.

Your updated values are more consistent with those in the original report. I'm not sure how they got to be so far off in WEIS, but that is more of a WEIS problem. Shouldn't we just keep the original values listed in the master branch here?

For now, I did restore the original mass & inertia values. That way we have something functional in this branch. We can keep this PR open to determine if those are the correct values to use moving forward.

This has been fixed by other commits, so closing it out.
